Private Sector to Reduce
Workplace Employees to 20% with 80% to Work Remotely from Home as Per
Cabinet

H E Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani Prime Minister
and Minister of Interior chaired Cabinet’s meeting held yesterday via
video conference call.
Following the meeting, H E Dr. Issa bin Saad Al Jaffali Al Noaimi,
Minister of Justice and Acting State Minister for Cabinet Affairs
concluded the following:
At the beginning of the meeting, the Cabinet heard the presentation
made by Minister of Public Health on the most recent updates and
developments on curbing the spread of coronavirus ‘Covid19’.
The Cabinet emphasized on the
continuity of proceeding with the precautionary measures taken in the
course of combatting the global pandemic. In completion to the
resolutions and measures taken earlier, the Cabinet further resolved on
the following:
Firstly:
The extension of the validity of the resolution issued in the
Cabinet’s regular meeting No 12 of 2020 held on 18 March 2020 which
concluded, among other resolutions, the reduction of employees present
at their workplaces in the government entities.
Secondly:
The reduction of the employees present in their workplaces in the
private sector to 20% of the total number of employees. The other 80%
shall practice their work remotely from home. The Ministry of Commerce
and Industry, in coordination with regulatory agencies, shall determine
the vital necessary businesses exempted from this resolution.
Thirdly:
1.
Working hours for employees working in their workplaces in both the
government and private sector shall not exceed 6 hours a day, starting
from 7:00 am till 01:00 pm.
2.
Excluded from this resolutions; foodstuff stores, pharmacies and
takeaway restaurants. The Ministry of Commerce and Industry, in
coordination with agencies in charge, shall determine other businesses
exempted from this resolution.
3.
All
meetings for both government and private sector employees shall be held
remotely through the usage of modern technology channels. In the event
that came to be no possible, the meeting may be held by a number of
employees not exceeding 5 persons taking into account the measures
determined by the Ministry of Public Health.
Fourthly:
1.
Holding
the temporary home services system offered by cleaning and hospitality
companies.
2.
The
reduction of the number of labor transported by busses to half capacity
as well as taking the preventive measures into consideration.
3.
The
intensification of the inspection campaigns made by the Ministry of
Commerce and Industry on the sale outlets of foodstuff and restaurants
to guarantee full adherence to health stipulations and precautionary and
preventive measures including safe distances amongst shoppers.
Fifthly:
The
following are exclude from the aforementioned in items (firstly, thirdly
1 &3):
1.
Military Sector.
2.
Public Security Sector.
3.
Officials of the Foreign Ministry and Diplomatic Missions.
4.
Health Sector.
5.
Oil & Gas Sector.
6.
Government official whom the nature of their work requires their
attendance in accordance to what is decided the Chief of the respective
agency.
7.
Worker in the major projects of the State.
Sixthly:
These resolutions shall be effective from
Thursday, 2 April 2020 for a period of two weeks. The process will be
assessed within this period so a proper decision is taken.
Seventhly:
All respective agencies, each in its
competence, shall take the needed actions for the implementation of
these resolutions.
Following that, the Cabinet has looked into
the items listed on its agenda as follows:
Firstly:
Approvals:
a.
A draft
resolution mad by the Minister of Commerce and Industry on the
conditions and the registration system in the list of major suppliers
and list of merchants registered for trading with the strategic
commodities.
b.
A draft
resolution made by the Minister of Commerce and Industry to specify the
list of the strategic commodities.
The Ministry of Commerce and Industry has
prepared the both aforementioned draft resolutions in the context of the
issuance of the necessary resolutions to validate the provisions of
decree No 24 of 2019 on organizing and management of the strategic
inventory of foodstuff and consumer goods.
Secondly:
The Cabinet has displayed the following two
subjects and resolved on them as appropriate:
1.
The study prepared by the Permanent
Population Committee re the status report on the population of the State
of Qatar 2019 in light of the feedbacks and observations given on the
report.
2.
The letter of H E the Minister of Commerce
and Industry regarding the results of the Fifth Session of the Qatari
Kazakhstani Joint Higher Committee.
